Some city-center taxis switch the meter to the night tariff during daytime, tripping the higher rate. Watch the meter display and ask the driver to reset it to gündüz (day) if you see "gecə" or a multiplier above 1.0.
A common trick near the Old City is to claim the meter is broken once you're inside and then demand an inflated fixed price. Exit immediately and take the next cab, as almost every taxi in Baku has a working meter.
